Responsibilities:

advising US and Mozambican governments on trade-related legal, economic and political economy matters. Programme monitoring and evaluation, and communication including adapting communications to multiple target audiences in two languages and regularly blogging on Mozambique’s political economy. Leading a multi-cultural team of economists. Designing and managing complex projects involving multiple consultants, budgets and resources.

Achievements:

  • Supported Mozambican Trade Federation in dealing with legislation potentially detrimental to business, provided analysis, advocacy support tailored to political economy, redrafting, negotiation with government, development of public participation legislation, advised on structure of national public-private dialogue mechanisms, briefing local and international counsel
  • Designed and managed major media campaign, demonstrating importance of business in the economy
  • Supported Mozambican government environmental initiatives, advised on development of CITES compliant legislation, establishment of biodiversity offsets fund, disposal of ivory stockpiles

Responsibilities:

Identified need for and built an association to represent and defend business interests in Mozambique. Placed the organisation on a financially and administratively secure footing, oversaw P&L and managed fundraising, product development, reporting, public relations, and advocacy. Advised business on legal issues, analysed and commented on existing and draft legislation, negotiated reforms, facilitated legal compliance for companies, authored major publications to de-mystify the legal framework.

Achievements:

  • Recruited over 350 corporates including Rio Tinto, Unilever, BHP Billiton, Anglo American and Nestle, and was credited with being the fastest growing business organisation in Mozambique
  • Put ACIS on a sustainable financial footing through product and service development, including a subscription-based online procurement platform, design and management of national level events
  • Established ISO 9001 processes and infrastructure built around cloud-based systems
  • Built a local team recruiting and trained local staff who now run the association
  • Authored 10 manuals for businesses called “The Legal Framework” series, officially endorsed by the Ministries of Labour, Agriculture and Finance, including design of standard documents and mapping of legal procedures
  • Developed a report and toolkit to combat business participation in corruption in Mozambique

Achievements:

  • Facilitated Swedish Aid exit from a damaging multimillion dollar aid programme acting as key advisor and intermediary with the Mozambique government over a period of 3 years
  • Advised aid agencies and business advocacy organisations on law reform, management best practice, information management, service improvement
  • Researched and authored a major socio-economic study on Mozambique’s investment climate to support a multi-billion dollar investment decision by Rio Tinto

  • Supported international legal counsel developing bankable feasibility documents for major hydrocarbon investors
